Hi and welcome to Android Forums!
To get Play reinstalled, you will have to sideload it. Make sure "unknown sources" is checked in Settings --> Security and go out into the Internet, searching for
com.android.vending-(numbers).apk
This is the application package for the Play Store. Once installed, an older version should update itself. Good luck.
