Hidden System UI Tuner?

I just got my S7 Edge 5 days ago and I've been customizing and tweaking my phone and I found out about the System UI Tuner but I can't seem to access it using the only method I've found online because after dropping the notification pane the settings cog at the top turns into an Edit button, here's a screenshot, I was just wondering how to access it.

Certain carriers, Verizon for one, do not allow access of it. Google how to access it again, but include your carrier name to see what others may say.

Including the carrier produces the same results, that's why I've turned to my friends on the forums.

I've even tried finding a script or app to access it like the apps that open the developer options.

The system ui tuner is not available for the S7/S7E, it's not a Verizon thing it's a Samsung thing or a possibly 6.0.1 thing.

I had a Droid Turbo 2 before I got my S7E, the Turbo2 was running 6.0 and had access to the System UI Tuner.

My S7E is running 6.0.1, and it does not.

It's on my phone somewhere because it has permissions, that how all this started, I saw an app with permissions I couldn't access so I googled it.
