I just purchased an unlocked note 8. So far everything is good except when the phone is locked and not in always on mode. When I press the power button the my home page is not displayed it displays a page with memory clean and hot apps icons. How do I get my home page to display like it did on my S6 device.

It should be as simple as long-pressing on the current home screen, which will then pop up a menu of all screens, from which you can select a new home screen. And you can then delete the previous screen that you don't like.
 
First think I'd do is to check to see if the phone was modified. Boot into Odin mode shown here:


And what you are looking for is if the binary is official Samsung and the Warranty Void = 0. If it's something other than that, you might need to flash the stock firmware back to this phone. Keep in mind that if this was a phone that was originally locked to a carrier in the U.S. flashing stock firmware might re-establish that lock and you'd need to get an official unlock code from the carrier.
