Can you shed a little more light as to what doesn't work exactly?
If it's a cheap, Chinese phone there's every possibility it doesn't come with the appropriate radios/bands to work on all networks in every country.

China phone, bought cheap online and shipped from Hong Kong. I don't think this thing has the band and modes used in North America, well the bands required by Virgin.
Your best bet is to return it to HK for a refund.
