You could if you go to the right channels..even if isn't available on your Carrie's...there's a lot of reading in your nearest future..it's accomplishable.

Yes. Go to Settings > Connectivity > Tethering. I have my phone on VM. You may be required to purchase a hotspot addon/plan before using the hotspot.
There are ways around it that don't need payment, but those methods require rooting the phone, so you can alter some configuration file. I personally don't recommend that, as your carrier might detect excessive bandwidth usage, and kick you off the network for the rest of a billing period.

I don't use that feature. Boost Mobile charges extra fees for it. You could try an app called Easy Tether to help with that need. It doesn't provide Wi-Fi tether, but it can be done via usb or Bluetooth.
