Assuming are permitted to setup your phone as a hotspot on your carrier plan, got to settings>wireless & networks>tethering>mobile hotspot>configure (it will be something like that if not those exact terms) and make sure you are using the correct SSID, security type and passphrase when trying to connect to it from another device.
