I am using AT&T LG 4G Thrill 3D but when I travelled to Africa, I cannot use the mobile hotspot installed on the phone. WHY?
 
I'm guessing this is a limitation of the carrier that you were using in AFRICA.

The best way to overcome this limitation is usually accomplished by rooting your phone & loading one of several apps available that allow for tethering:
