How are app associations determined?

Typically, when I click a street address in an email or a web page, I'm given a bunch of options, including maps, waze etc. For work I have to load addresses into gps, but instead of clicking the address directly, I have to click a button on a web page, and the choices given after that do not include Waze. Any ideas how I can change this?
 
Trying a different browser is the only thing I can think of.

It's not something you control. It depends on what the action is, and what "intents" the different apps offer to handle. So most likely the browser page you are using is signalling that it wishes to perform a different action from the email/web pages you usually use, and Waze does not offer to handle that particular action, and the only way to change that would be to alter the Wave app. At least that's how I understand it.
