How can I block update to 4.4

I just noticed the notification that the OTA has downloaded and is ready to install on my Nexus 10. But after reading the posts regarding KitKat on the Nexus 10, I've decided I'm going to stick with 4.3 for a while. I'm running stock 4.3 but am unlocked & rooted w/ TWRP installed and I may have made some mods that probably would prevent the OTA from installing. But I want to make sure that it doesn't update. If I just delete the OTA zip from cache, is there anything I can do to prevent it from re-downloading; a setting I can set to prevent the system from even checking for updates? And will deleting the update zip remove the notification? And if there is an update zip in cache and I restart the device, will the update be automatically installed even if I don't hit the "Restart & Install" button in the System Update screen?

What's the most effective way of blocking the update while still running the stock ROM?
 
A warning too, from 4.3 if you have permission manager installed it will stop working when you load it.......
 
I don't know of any, honestly, except just not clicking to install (or tapping :p ). I'd recommend just going AOSP and installing GApps and that might solve it.
 
Last night I decided to move the OTA zip out of the cache folder to see what would happen. So I copied it to my "sd card" & then deleted it from cache. Rebooted directly into TWRP and made a nandroid just in case. When I rebooted the notification was still in my status bar. I checked the cache folder to make sure the zip didn't download again. It did not. Tapped on the notification, it cleared from my status bar and brought up the System Update screen. It still said update downloaded & verified. I tapped the Restart & Install button, kinda expecting it to re-download the file. After a 10 sec countdown, it said "Rebooting". But it never actually rebooted. I left it on that screen for about 5 minutes thinking it was downloading the file. But nothing was downloaded. Cancelled the installation, checked the cache folder again and still no new file. Rebooted manually and it booted right into my 4.3 setup. Checked the System Update screen and it still says Android 4.4 System Update, downloaded & verified - 219.9MB, Restart & Install.

So just removing the update zip from cache accomplished what I wanted. No updating with reboot, no nagging update notification. When I decide to update, I can just move the OTA zip back into cache and install through the System Update screen. Or I'll most likely just flash a KitKat based custom ROM or factory image. But that's not going to happen until Xposed Framework and all the modules I use are made compatible with 4.4 and a viable solution for Flash is developed. My current setup works fine with no major issues. And I haven't read anything yet that tells me the benefits of KitKat outweigh the things I'd be losing.
