How can I down load google chromecast app from us store??

I guess you could use a VPN app to change your IP address. Use something like Hideman or TunnelBear.

edit: IIRC there's an app called Market Enabler or something, but it never worked for me
 
Does the Play Store only check region via IP address? Or does it use GPS too (like the MLB At Bat app)?

So, as stated above, use a VPN for the IP and if you need to modify your GPS location use the "Fake Location" app.
