It's actually hardware. There maybe an app to simulate radio reception but without the built in hardware you'd ne streaming.

Didn't I read somewhere that a lot of phones actually have a radio capability built in somehow?

A lot of phones use SoC's with FM capabilities, so if everything needed is connected up (e.g. they use headphones for the antenna) it's a matter of getting the software support.

I don't know whether the Tab 4 7.0 has the necessary hardware or not (the SoC is one I've never heard of).
