how can I tell if my phone is bugged

Hi and welcome to Android forums. 
If by bugged you mean that you believe the phone might be being listened into by someone else then the obvious question to ask you is have you installed any apps from sources other than the recommended ones like Google Play or Amazon? If so, some of those could have malware in them.
If you are truly wondering if someone is listening in to your calls or reading your text messages then I don't believe there are any apps that can stop this and I have to admit of not knowing any apps that would allow this either. Many governments around the world have the ability to tap into phone calls and read emails whether we like it or not and that's just part of life.
If by bugged you mean that your phone is experiencing an issue that you can't resolve then we will need much more information from you before we can provide a suitably informative response.
