Help How do I add notification tones?

I know how to do it for ringtones, but I'd like to see how I can make an ogg file a notification (text message, youtuber upload)
Samsung Galaxy Express 3, Android Version 6.0.1
I've (hopefully) attached said .ogg file.

Can you use an app such as Root Explorer to move the .ogg file to your notifications folder? Once there, your text messaging app should see it and offer the option to choose it.
