How do I get this number to stop harassing me?

How do I stop a 'suspected spam' number (that's what the name says when they call) for contacting me?
I've already blocked them, but I still get notifications saying they were blocked and I still get the voicemails every few minutes that are always a few seconds long and hardly ever say anything. Even before I blocked these jerks, when I would pick up, no one was ever on the other end and they always hung up when I said hello.
How do I get them to stop harassing me?
I have T-Mobile if that helps with anything ..

With Verizon I can go to their website and block numbers. It'seems different than blocking from the phone, blocking from the website prevents the number from reaching my phone.

Maybe t-mobile has that also.

I have done that on Verizon, that stops the call from ever reaching a cell site.
the caller gets a message but I don't know what.
