How do I rearrange icons on the apps pages

I want to rearrange the icons on my apps pages so that the ones I use most are on the first page. I know how to move icons to the home screen but drag and drop doesn't seem to work between the other pages. (As an aside - if I have icons on my home page why do I also need the same icons cluttering up the other apps pages !!!)

Install Nova launcher, it has options for that
