How do I resolve "Account action required" notification

As the title suggests, I have that annoying "Account action required" Google account notification that doesn't do anything, and doesn't go away. I think I'm getting this notification because somehow my Google account sign-in didn't work. None of my Google apps on my device work (because they "failed to sync"). By going to the Sign-in section in the "Google" section, I'm prompted to "complete sign-in". This doesn't do anything, and sometimes even crashes the app.
Here's what I've done so far:
  • Pressed/opened the notification. Result: have the Google account sign-in page's "Checking Info..." window open for about two seconds, then close. Didn't solve problem
  • Long pressed the notification. Result: Google Play services was the sender
  • Tried Google's trouble shooting page for similar problems. Result: didn't work
    • Update all Google Apps
    • Turn off Two-factor (which I never had on)
    • Sign out and sign back in (both through the Accounts section in settings and Google section in settings)
    • Do the above and restart before signing back in
  • Checked the security page on my Account settings and confirmed/allowed all account accesses for my device. Result: didn't work.
  • Did way too many Google searches. Result: didn't really help.
Although Google Play services was the sender of the problem, I surprisingly can still use that app. All other Google apps don't work though.

How can I fix this problem?

Same thing for me. I've tried everything you listed as well as deleting data, cache, and updates for Google Play Services. My password works when logging into web based services, and has not been changed at all recently.

I have two other Google identities on my phone that have never had any issues like this.

At this point the only thing I haven't tried is a factory reset, but that seems like an extreme solution to fix one account verification...

Did doing a factory reset work? I've tried re-running the initial setup wizard to simulate a factory reset, but it also didn't work.
 
I've been working on the problem for some time now but nothing seems to be working including the suggestions here. Any other ideas please
 
I had this problem on my Chromebook. The fix was pretty straightforward. I just opened Google Play Store app and selected the accounts at the top that were giving the notification. They had both been logged out of due to me turning on two-factor authorization. I logged into them again in the Google Play Store app, and the notifications disappeared.
 
Why does this keep coming up and how do I solve it because it is stopping my google play store from opening and therefore I am unable to update any of my games - I am running bluestacks 4 on my windows 10 PC I have had this problem for about a month now maybe more please HEEEEEEELLLP!!!!!!!!!!!!!
