Help How do I stop these full screen pop up ads?

I was on Samsung Internet on my Samsung Galaxy J3 6 and something must have popped up under my finger where I was about to press, I can't remember which website I was on but suddenly an apk file started downloading itself and ever since I've had full screen pop up ads up on my phone regardless of what app I was on even if I was inactive on my phone the ads still appeared. I've deleted the actual apk from my downloads which hasn't done anything but there is this one file that keeps on reappearing no matter how many times I deleted and it is named just a bunch of random numbers and letters. I have deleted tabs and blocked pop ups on the Samsung Internet browser I have also cleared data from all browsers and still nothing is working. Also two anti-virus and malware softwares have failed to detect the problem. I'm afraid I might have to factory reset my phone in the worst case scenario which is the last thing I want to. Please help???
 
Did you actually install the apk or just download it?

Go through your list of installed apps via Settings -> Apps, does anything there look nefarious?

Do you have any cache cleaners/memory boosters etc installed?

It came up with installing though I'm not actually sure it did since my phone had little storage available at the time.
I looked through the installed list and nothing seemed out of the ordinary.
And no I haven't ever installed any kind of memory booster.
