How do you get billed for apps?

basically you enter your credit or debit card details into the google checkout,
and they act as a middle man between you and the developer, like paypal, then everytime you buy an app, the cost gets charged to your credit card.
 
Once you add a CC to Google Checkout, how long does it take before you can start buying apps? I added one this past week-end, 3 days ago, and I still cannot purchase apps. When I check my account online, there is a pending transaction from Google.com, which has been there for 3 days. Pending transactions are always only there for 1 day. I'm assuming this is them verifying the account, but should not take this long.

The pending transaction took several days to clear from my account as well. The second time through, there was no pending transaction, just the purchase.
