How do you make a voice call, using wi-fi?

I was told, today, that I could use the wi-fi network, in my home, to make calls on my Verizon Samsung Galaxy S3. I can't figure out how to do this. Is it really possible?? I have a message only plan with Verizon and voice is 25 cents/min.

Yes, it's possible. You'll need a Google Voice account (don't need the app, just a valid sign-on account) and the GrooVe IP app. I use it all the time on my wifi-only tablet, and even on my phone… like when calling places that I don't want to reveal my "real" tel# to.
