The only way you'll ever stop system apps from running in the background is to disable them or delete them after you're rooted. I thought there used to be a free no root package disabler in the play store but I can't find that anymore. Maybe there's a no root app which lets you choose what apps start on startup which would stop them opening when you restart. Although unless properly disabled they'd probably start themselves up at some point through every day use.
Although I suppose you could delete bixby by using adb on your pc. I'm the wrong guy to be asking about that though. It took me longer than I want to admit to get a phone to connect to adb. Funny thing is I've only ever managed to do it with my old Sony Z5. It should work with Samsung though.
