How Do You Unlock Phones That Are Google Locked

I heard it was like you get your laptop and connect it thru USB to your phone. Then put itin file sharing mode or something like the such and put the downladed APK file into the folder it goes ib and you are good. Can anyone telk me what you do
 
What exactly do you mean by 'Google Locked'?
Are you trying to factory reset the phone and coming up against FRP (factory reset protection)?
Is there a Google email associated with the phone?
In general, you won't get help here unless you can demonstrate unambiguously that you own the phone ). Sorry but we can't help with (possibly) Found/stolen devices.
If you don't want to post sensitive information ( proof of ownership) on the forum, you could PM one of the Mods.
 
They mean locked by Google log in and password. On most Android devices if it's set up with a Google account and the account is not deactivated from that device that account will have to be login with that pre-existing Google account or it's locked by Google API. Even if you factory reset the device, it will do little to no good getting it to work without that previous account holder user and password entered. This is a Anti-Theft Google implemented on their Android devices to keep anyone from using your device if its lost it or stolen.
