Allwiner A31 with PowerVR SGX 544, is it good?

It depends what you mean by "good". It's a 40nm quad-core A7 SoC from 2013. To put that into context, the A7 is primarily a low-power rather than a high-performance architecture, and the big boys were using 28nm processes at that time (allowing higher clock speeds/lower power consumption). So it wasn't cutting edge in 2013 (early 2013 flagships were using more powerful processor architectures as well as smaller feature sizes), and certainly not competitive with modern SoCs. But it should still handle everyday tasks fine. Remember always that the SoC is only one part of a device.
