I think so because the OEM's will compete to bring apps and games to android. $1 flashlight apps might sell but they don't sell devices. Killer games sell devices.
So for example:
-Droid X and EA bring Need for Speed Shift
-Samsung Galaxy S TV ads show Gameloft. Gameloft is happier because there's no way they could be on TV ads on their own
-cisco pushing android apps for the enterprise Cius Developer Enablement - Cisco Developer Community
-qualcomm pushing for augmented reality games on android.
