Help How to add an UI language?

Hello all,
I have a HTC magic bought in the UK (Vodafone). It is being used in Estonia now by my mother and she wants to have the UI in russian, i.e. all the menus and stuff. But there is no Russian language to select in the settings. I have tried morelocale 2 on the market, but it does not change the general UI language.
So my question is, is there any was i can change the UI completely to russian through flashing, rooting or anything? Thank you.
 
one of 2 ways...

1. Flash a custom rom that has your language built in under settings. Cyanogenmod 7.1 does what you need, but I don't think anyone has tried to port it to the resource starved HTC Magic.

2. Look for an app on the Android Market. I needed japanese and there was a "Nihon Go On" app that switch most everything to Japanese.
