How do you attach a docunent to an email on the samsung galexy note 2 as there are no options to do so?

Go to the Play Store and download a "File Manager" (searching the store for this term will provide plenty of results).
Install one that suits your needs. When you select an attachment through email, select the File Manager as the default program to handle selecting attachments. Navigate through your phones file system until you find the file you want to attach, and attach it.
