I've read through a lot of forums and threads and I'm going around in circles trying to work around this. I have a XT912 RAZR with a lot of application data that I want to back up and restore on my new Galaxy S5. For some reason Helium doesn't work on the razr. I keep getting the "backup error". Neither phone is rooted. I've read that you don't necessarily have to root to perform a backup and restore. I'm willing to root the razr, but I have no intention to root the S5 (yet).

You are really not going to get the game data unless you root. On top of that, transferring game data between phones might be sketchy, especially if they're not on the same Android program. It would seem that Google has started to save your game data, but on a limited basis, & I really don't know how extensive that would be. You may as well root them both, make a nandroid backup, then try transferring the game data one by one.
