Hmm. Best way to start is to use an IDE like Netbeans/Eclipse, I guess. Both have an Android-specific plugin to get you up and running in minutes (Eclipse is supported by Google offically AFAIK, but I like Netbeans more)
Android loves Eclipse, but fortunately loves other IDE's too..
