I recentally found a Samsung Galaxy S7 Edge on the side of the road that was reset incorrectly and I have tried alot of the different ways shown on YouTube. yes I checked the imei and it wasn't stolen. Any ideas? Thanks!

Take it back to the carrier it's locked to.
It also may belong to someone who has had a criminal act committed against them and is unable to report its loss. No one tosses a perfectly good phone like that unless the above occurred or a criminal tossed it.
So taking it to the carrier would be your best bet just as chanchan05 suggested.
