how to create an app that changes notification sounds?

i have a small question which is how to create an android app that changes notification sounds to other ones that the app provides?

What is creating the current notification sound?

i am trying to create an app that changes the notification sounds of a device to another one provided by the app, a funny one for example and the current notification sound depends on the user's device i cant know that
