Xposed allows you to customize things all the way down to the system level without the need of a custom ROM. It uses "modules," which are essentially plug-ins or extensions, to add features directly to Android.
Xposed is awesome. I'm in the process of creating custom cards for Google Now. For example if I say "turn on the bedroom lights" my xposed mod will do a HTTP post to turn them on and then display a custom card of the lights status and other appliances in that room.
