Switched from Verizon to att and I keep receiving thie message.

I have a possible solution: if it's a Verizon-branded phone, it'll need to be unlocked from Verizon so you can use it freely on another carrier. This is different from unlocking the bootloader. You need to contact Verizon for that service.
