Help How to display text file with or without Google?

Warning... Android newbie; ignore the fact that I've been using Gentoo linux since back when I could install from floppies. My situation...
  • I'm using an Alcatel Go flip as my "daily driver"
  • Here in Ontario, Canada, we need to display proof of vacination to dine in
  • QR code in a PDF file is the easiest way, but doesn't work on the flip phone, so for $50 I bought an old used LG Aristo 2 (Nougat) https://www.gsmarena.com/lg_aristo_2-9047.php
  • The guy at the store did some magic and the "Downloads" folder shows up as a shortcut on the home screen.
  • I tap the PDF file and it opens up and I get to eat in.
So far, so good. I wanted to add some more files, and ran into a brick wall. I've got downloads working (think photos) and uploads. I want to add some more files. But tapping on an uploaded text file gets a DEMAND that I connect to Google. See attached. What do I have to do to open up the text file?

I think all you need to do is just install a PDF viewer that's able to work off-line. That's as long as the QR-code PDF is actually on the phone and not in a cloud somewhere. There's several free(no ads) ones to choose from.

I use OneNote in a similar manner, so I can make quick references to class schedules, lesson plans, etc.

I use it all the time for download .pdf from the bowling alley, basic set up is log in with your google account or apple ID, and you can pretty much upload anything and view anything via drop box.

Thanks very much. The hint I needed was to install an app from f-droid.org that reads stuff offline. The guy at the cellphone shop already set up pdfs to read offline. I turned off the install-only-from-Google-Play setting, and installed Retro Text Editor from f-droid.org and made it the default for *.txt files. Now, tapping on *.txt files brings them up without having to connect to Google and "make available offline".
