Root How to do a complete wipe and fresh install of Android?

hi, when I do a "wipe data factory reset" and "wipe cache" the entire operating system is still there.

How do I do a complete wipe, so it deletes the operating system and everything on the phone?
(just like when you wipe a computers hard drive, it deletes the OS)

I have a Samsung Galaxy S2..and want to do a complete wipe and fresh install of Android..

and where to get a copy of the stock ROM?

To completely wipe the os, you're looking to wipe system. However, I wouldn't recommend doing this unless you have a rom that you know will flash without issues or else you will leave yourself in a messy situation. When flashing a new rom, the update script normally includes formatting the system partition so that you don't have to worry or leftovers from the previous rom os wise. Generally just a factory reset, and wiping both cache and dalvik cache should be sufficient for a rom flash.

Since it's a Samsung device, I'd recommend going to SamMobile since they have the largest collection of Samsung stock roms. Just make sure you select the right one for your version of the S2 or you could end up messing up your device pretty bad. These will usually be flashed through Odin.
