Help How to get notifications when screen off?

Hi,
WhatsApp will give me a notification of incomming message even when the screen is off. Why can't other apps do this? Or did I miss something in the general settings which I should enable? I would like notifications to appear on my screen even when not using my phone.

It's probably more app specific than anything else Gabrie, but I have seen apps that will assign "lights" to specific notifications along with colors for what each notification is. I had actually downloaded one but never got around to installing it so it's name escapes me, but I know it's out there!
