How to implement Georeference pdf file reading in Android

* How to implement Georeference pdf file reading in Android *
Hi friends,
i am not having much of an experience in android, but recently i am facing this some trouble in my new app, where i need to read a geo reference pdf file from my sd card .
And show the map co ordinates to user as user touches over the map....
Secondly i need to use the gps hardware available in user android device to pin point user current location on this map. Complete process must work in offine mode (no network).

So,,please can anyone suggest me some solution my problem...?
