How to increase ext4 primary partition?

Does anyone know how to increase a primary ext4 partition? I tried several partition managing programs on both Android and Windows to no avail.

So you just want to increase your primary EXT4 partition to a larger size in gigabytes?
If so just use a program like "Minotool Partion Wizard" for Windows. You can select and resize, delete, create, format partitons and etc... It's one of the only Windows partition programs that actually supports EXT4 formats.
