Years ago MeetUp.com was great for that. I can't speak for it today, but it might be worth a look.

If I was you I would take them both for a spend to see how you liked each of them.
Do a dry run with a few of your associates and get the feedback on how they received the message and how it interacted with their ability to connect with you using each of those apps.
Review them yourself, since only you can make that determination
So, your "friend" recommended a three week old app with 100 installs? Sounds like you are either the dev, a friend of the dev, or trying to do SEO for him. Mind clarifying...
