how to make an app to change settings

i want to make an app that changes a settings eg, turns off location tracking and mobile data etc without needing to go through all my settings every time
i know i can do it etc but my mother ...nope so i said id look to make an app that i can set commands to change settings without needing to do anything but load the app or close after aplication finnished if needed on a progam

Current level.. Hard to say
I have experience with most languages in basic. But havent practiced in 3 years.
Ive been busy with life and no pc after years solid on games and progamming.

I learn what i need to fast and find it easy just lazy i guess never bettered my skills i generaly did what i needed to.
Writing scripts and editing for gaming
Flashing phones rooting
I found the fix for the kindle 5.1.1 root and flash problem and uploaded the method.

So i can learn if i need to but wouldnt further it much like most would.

You can programmatically change the settings, but it requires root access. Only system apps have permission to change settings, by default

As Dannydet suggests, it may be easier to do this with Tasker. I've never used it myself, so I don't know how you'd do this.
