how do i completely exit out of apps on my nexus 7?

Just use the back button. Alternatively, press home, then use the recent apps button and swipe away the app you want to close.

or press settings/apps/running and force close the app you need to close. (be careful not to close system apps or anything needed.)
But really you don't need to close apps on android, it does a very good job of managing memory by itself and doesn't need you to micro manage the running apps, it will close down app that aren't in use when it needs to. :0)
