How to publish newspapers on android

I'm posting this as an open question.

I'm working on behalf of a small newspaper in Glossop, and they wish to publish their newspaper online and on android/ipad.

I've been scouring the interwebs for a while to see how i can do this and i cannot seem to figure out how i can do this.

I basically want people to be able to pay

The idea would be that your newspaper viewing app itself is free from Google Play, and your readers pay for the newspapers and read them within the app. "In-app Products".

Don't know how succesful you're going to be though. Rupert Murdoch couldn't make it work for the Apple iPad.
