How to pull Android apps & settings onto new phone?

I got a new Droid Mini a couple weeks ago from verizon. They set it up so that is pulled down all the apps and settings I have on my samsung tablet.

Yesterday I went back in to switch the phone out (it had been having charging problems and wouldn't turn on). They were in a rush so they didn't go through whatever step pulled down my apps and now I'm faced with downloading each one as I realize I need it.

How did verizon download all that stuff the first time? Google Accounts (settings > google > accounts) says it last synched last night at 10pm - no help there..

If I understand you correctly, you wish to mass download all your current apps that you have on your Tablet, to your new device? (the replacement for the Droid Mini)?
 
The way I've always done it is by going to the play store>menu>my apps and installing the ones I feel I need all in one list. But if you wanted, you could get an apk extractor, look on the play store, use it on your old apps and save them to SD card and install them natively without using any data, or WiFi.

I end up doing a mixture of the two most of the time..
 
When setting up there should have been a question if you wanted to restore from Google servers. Oh well. You can just use Helium. Backup one device then restore it in the other.
