It means that even if you succeed in installing an unregistered app on your phone, if that app needs to use an internet connection to function

I think that the OP and I both wish to pay for and to register the app now (ie take advantage of th 10 cent sale) but use it later. The problem is that our phone is currently incompatible (probably because we are using an earlier version of the OS) and the app is not available for purchase. Is there a way around this problem?

I doubt it. Afaik apps need to be registered to a Gmail account and a device.

Maybe someone who's got it installed can make a backup, which should result in an .apk file, and send it to you for temporary storage. Upon installation on a compatible system/phone I would expect it to demand your Gmail account for identification and registration (it already 'knows' which phone it is on).
