how to stop apps from downloading twice

The apps I download from Google Play downloads again as soon as I disconnect from Wifi. This is annoying as I have a data limit.
The apps don't install again, I just get bunch of 'application already exists' notifications. Under Google Play store settings I have 'Auto update apps over Wi-fi only' selected, so I'm not sure how else I can prevent this.
(I have Nexus 4 with Jelly Bean).
 
I've never heard of that one before. The only thing that comes to mind is to try turning auto update off completely and just update apps manually (this is what I do anyway, because I prefer to check what an update changes before installing it).
