Does anybody know how to basically upload a picture on your play store account? So when u comment on Apps your photo shows on the icon.

Hello BillzlovesChe!
I happened upon how to do that by uploading a picture to my G+ account.
Little did I realize that when I commented on an app in the PlayStore, my pic appeared.
So, I think your profile pic for G+ will be the picture portrayed on the PlayStore
