How can program my phone to use Bluetooth for hearing audio?

You just need to pair with a bluetooth enabled headset or speaker.

This normally involves turning on bluetooth on both devices, making both visible to all devices (RTFM for the speaker/headset, I'm afraid as it varies quite a bit between devices), selecting the speaker/headset and providing a code (sometimes this wil be defaulted to 0000 or 1111, again RTFM for details).

I'm not asking about usual pairing and using it for phone audio use, but to use the Bluetooth for media audio such as YouTube, voice navigation, movie player and music player etc..
