how to use packet data

I went to at@t and paid for 60 dollar unlimited talk and text and the representative told me I also received two gigs of data but I can't figure out how to access it, use packet data is on but it won't connect to Web

On the Nexus 4, the option is called 'Data enabled' - have you looked for something like that?

It may be that the phone needs some set up stuff done - easiest thing would be to take it into an AT&T store and have them sort it out for you: you are paying them 60 bucks a month, least they can do is make sure you can use their services.
