Since there doesn't seem to be an app out there that does this, and multiple people are annoyed with this so called feature...and I haven't heard anything from the several sites I belong to offering to pay for someone to make this...how would I go about doing this? I can't imagine it would be that hard.

I've used a couple of programs that are able to keep the phone awake while they do their thing. If you can get your program to do that, and just turn the screen brightness all the way down, I think you'll be on your way.
