• What is your comfort level with linux?
• What is your budget? <---- that's true of any laptop purchase LOL

Best will likely depend on the particular brands of phones you're wanting to work on, for example Samsung, you'll likely need Odin and Smart Switch, which are not really "best" for anything else.

@Unforgiven I an just looking for free-cheap software for my laptop to root, recover data, frp bypass androids. Im new at this but i love what ive learned so far by trial and error

LG and Motorola, not a clue. I've never had or worked with those phones.
