Every time i open my camera or any app that has a camera it freezes and i have to restart my phone. Is there any way i can fix my frozen camera?

Well if a reboot is not resolving the issue long term, you might need to do a Factory Reset, I would suggest to take the time to sign up and check your device forum, many people there to help you out and get to the root of your issue
