Help HTC Desire 530 won't dial or receive calls

I am currently working with an HTC Desire 530 that when making a call, will show the dialing screen as if it were dialing and calling, but it does not and goes on forever. And simply won't receive calls. This is the second time it has happened. The first time it was resolved by a different party and I do not know what they did. The first resolution also only lasted about 6 days. Any ideas or solutions would be great! Thanks!1!

Go to settings >storage>cached data>clear cached data .

Go to settings>storage>apps/ appication manager> all> Dialer> force stop> clear data.

Go to settings>storage>apps/ appication manager> all>Phone> force stop> clear data.

Go to settings>storage>apps/ appication manager> all> Phone ( 2 nd) > force stop> clear data.

Switch off device
Remove sim card and insert sim card
Switch on device.

Possibly you're out of credit? Check with your carrier I think.

I know it happens in China, can't make or receive calls. It means your credit is zero.
